Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the stances of these parties, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the PVV, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
